How to use the teamd arp_ping link monitoring feature with VLAN tagging

Issue

The teamd arp_ping link monitor does not work as expected when the ARPs need to be VLAN tagged.
A packet capture on the team interface shows the outgoing ARP Requests are not tagged so the target never responds.
