[Satellite 6.4] foreman-maintain or installer fails on "add queue katello_event_queue" despite the queue is present
Issue
Running satellite-installer directly or via foreman-maintain fails on "qpid-config .. add queue katello_event_queue" step. While the queue is present, per qpid-stat command.
