Why is the ip_tables module loaded at boot when firewalld is disabled?

Issue

  • Why do we see this in dmesg output if firewalld is disabled and iptables-service is not present?
[root@localhost ~]# dmesg | grep ip_tables 
[    2.903450] ip_tables: (C) 2000-2006 Netfilter Core Team
[    2.903521] systemd[1]: Inserted module 'ip_tables'
