ctdb will not start. Message "Unable to set scheduler to SCHED_FIFO (Operation not permitted)" appears in log.ctdb
Issue
The command 'systemctl start ctdb' fails. tailing /var/log/log.ctdb includes the message "Unable to set scheduler to SCHED_FIFO (Operation not permitted)".
Environment
RHEL 7.5
RHGS 3.3.1 and RHGS 3.4
