Control profile not respected when deploying overcloud.
Issue
When deploying the Overcloud, baremetal nodes are tagged with a profiles such as, compute for compute nodes or control for controller nodes.
During Overcloud deployment, these tags do not appear to be respected and nodes are assigned flavors at random.
