Aodh-expirer doesn't exist in RHOSP13.

Issue

  • Aodh-expirer doesn't exist in RHOSP13.
  • As default, alarm_history_time_to_live is not set and the alarm history is stored infinity. Even if a user sets the TTL with the parameter, there is no container which handles the expired alarm history based on the TTL.
