Unable to update tls certificates on overcloud

Issue

I updated the enable-tls.yaml with my new certificate and ran a redeploy. This has not updated the certificates as far as I can tell. Horizon is still using the old certificate.
Haproxy is still using old ssl certificate after following ssl update procedure
