Replication Queue Broker fails to synchronize if the source broker is restarted

Issue

When the QPID replication queue broker is configured for disaster recovery, and the source broker is restarted, the destination broker (replication queue) fails to accept any more events from source broker. Apparently, it is due to loss of sequence number synchronization between source and destination broker.
