Issue

When live migrating a instance in Red Hat OpenStack Platform, the following error can be seen in /var/log/nova/nova-compute.log:

In RHOSP 9:

    Live Migration failure: Unable to write to '/sys/fs/cgroup/cpuset/machine.slice/machine-qemu\x2d64\x2dinstance\x2d00004361.scope/emulator/cpuset.cpus': Numerical result out of range

In RHOSP 10:

    Live Migration failure: cannot set CPU affinity on process 14754: Invalid argument
