Why my Satellite 6.3 fails to create a VM from a RHV template with http 404 error?

Issue

The Satellite fails to create a VM based on RHV template if the VM is provisioned with additional disks that are based on different RHV Storage Domain (SD) than the template is located on. It also fails for templates which do not contain any disks (a configuration template).
