SCTP HEARTBEAT packets with a PAD chunk are not ACK'ed by RHEL

Issue

  • SCTP HEARTBEAT packets with a PAD chunk are not ACK'ed by RHEL server at times.
  • SCTP HB_ACK does not come for HEARTBEAT + PAD chunks

  • The following message is logged by the kernel when passing SCTP packets through iptables state tracking:

    conntrack: generic helper won't handle protocol 132. Please consider loading the specific helper module.

Environment

  • Red Hat Enterprise Linux 7.3 (kernel-3.10.0-514.el7 series)
  • SCTP (Streaming Control Transmission Protocol)
  • SCTP HEARTBEAT chunk with PAD chunk for MTU probing
  • iptables netfilter connection tracking on state NEW,RELATED,ESTABLISHED
