Why can't I use the cluster API anymore in Red Hat Enterprise Linux 4 and above?

Issue

In Red Hat Enterpise (RHEL) 3 I could a cluster API to configure and manage my cluster. This is no longer available in RHEL4 and above. Can Red Hat provide a unified API that I can use, which encapsulates all of the functionality provided by the set of command line tools that we have today (clustat, clusvcadm, cman-tool, etc, etc)?
