Hypervisor host is accessing RAID partitions on the instances during reboot

Issue

VM's getting into the shutoff state. Multipath was unable to create DM devices because of high CPU usage.

Multiple Software RAID devices were created on hypervisor host having arrays as the multipath dm devices which are cinder volumes used by instances.

When rebooting an instance, nova-compute fails with a map in use error.
