How to SSH through a proxy server using ncat (nc)

- Following the example in "man ssh_config" does not work
- This worked in on RHEL 6
Environment
- Red Hat Enterprise Linux 7
- ncat version 6.40
- nmap-ncat-6.40-4.el7.x86_64
