Dashboard Widget Content Inconsistently Not Updating/Generating Content for Users

Issue

Some widget content does not update on the dashboard. Manually generating content for the widgets through the UI does not fix the issues. The defected widgets are showing dates from months in the past as last run dates.
Creating new users with different groups has mixed results. Some users have the default widgets populated correctly, while others have state reports populated in the dashboard.
