Why I'm Not Able to Run Ansible Commands From Playbook via commands/shell Module Executed in Ansible Tower?

Issue

While executing Ansible playbook from Tower which has a task that in turn executes another playbook or ansible command the task will fail with following error

    "stderr_lines": [
        "[WARNING]: Unable to parse /var/tmp/hosts as an inventory source",
        "ERROR! No inventory was parsed, please check your configuration and options."
    ],

Environment

Ansible Tower == 3.3.0
Ansible Engine == any
