When creating a yum repo in Red Hat Satellite 6, can it be set to disabled by default?

Issue

A custom Product was created in Red Hat Satellite 6. That custom product is already assigned to an Activation Key and many hosts are using it. The custom product has many individual repositories already created under it.

If a new repository is created, it is Enabled by default in all Activation Kes which are using it, so that any Content View promoting it will immediately make it available.

Can the repository be set to disabled at the time of creation so that secondary steps of disabling it in every activation key do not need to be performed?
