Can not associate custom provisioning template in Red Hat Satellite

Issue

Create a custom provisioning template sysops-Satellite Kickstart Default which is based on Satellite Kickstart Default. Try to associate this template only with specific hostgroup and OS but keep getting Satellite Kickstart Default instead. It is expected to get sysops-Satellite Kickstart Default.
