Cinder-netapp-config.yaml does not update /etc/cinder/cinder.conf file

Issue

When deploying an overcloud to use the netapp driver for nfs mounts, the /etc/cinder/cinder.conf is not getting updated with the information provided in the cinder-netapp-config.yaml template. There should be a [tripleo_netapp] block that gets appended to the /etc/cinder/cinder.conf, but the file is either not being read or not working. the iscsi block is getting appended with the LVM driver instead.
