Reposync RHEL 7.5 Packages for Use With redhat-upgrade-tool

Issue

Trying to create a repo of RHEL 7.5 packages using the reposync command.
Would like to be able to upgrade using the redhat-upgrade-tool from RHEL 6.9 to RHEL 7.5
