Why backup vendors that uses RHV api is attaching the snapshot disk to the agent VM before the snapshot operation is completed

Issue

Commvault which uses RHV api to do the backup of the VMs is attaching the snapshot disk to the agent VM before the snapshot operation is completed.
If the agent VM and the VM which is being backed up is on the same host, hotplugging the disk to the VM is failing with error below.

libvirtError: internal error: unable to execute QEMU command 'device_add': Failed to get shared "write" lock

The VM is going into paused mode immediately after the disk hotplug.
