[RFE] The cluster should not be allowed to disable a resource if dependent resources are still online
Issue
- It is currently possible to disable resources other resources rely on, ie pulling an lvm resource out from under a filesystem resource.
- There should be some kind of error or warning thrown when a user attempts to disable such a resource.

- Red Hat Enterprise Linux (RHEL) 7 with the High Availability or Resilient Storage Add On
