Openstack instance changes name when DHCP lease renews

Issue

For some Openstack instances, when the DHCP lease renews, the hostname is reset to the one provided by DHCP rather than the one which was specified via cloud-init.

Environment

Instance running Red Hat Enterprise Linux 7.3 or newer
