RHEL7: System shutdown blocks for a long time on iSCSI

Issue

On systems with iscsi disks, after systemd-shutdown pivots back to initrd where the network is no longer available, it is possible for the system to attempt to synchronize the SCSI cache of devices resulting in long timeouts before the system is able to reboot. This can manifest as excessive shutdown or reboot delays.
