Restrict the number of containers with Cinder volumes due to the OpenStack Nova limitation in OpenShift 3.x
Issue
One of the OpenShift application nodes is trying attach more than 25 Cinder volumes which causes overflow of messages to Nova API with error message (this is a Nova limitation, not able to attach more than 25 volumes).
