Customizing fluentd to have application logs sent to external fluentd and operation/project logs sent to kibana

Issue

• Need application logs sent to external fluentd - this will then be sent to SPLUNK
• Need operation/system logs sent to local OCP ELK stack
• Currently using secure forward plugin.
• Do not want any application logs in internal OCP ELK stack
• Do not want any operations logs in external SPLUNK
