What are the recommended settings on Red Hat AMQ 6.x to prevent temporary queues creation?

Issue

We build a network of brokers and we do not support Request-Reply. Knowing that attempting to create temporary queues is forbidden by contract, what could we do at implementation level to enforce this contract?
