Upgrade failed to OpenShift Container Platform 3.10.41 with enabling Azure Cloud Provider in the inventory file

Issue

• Upgrade playbook failed to OpenShift Container Platform 3.10.41 when openshift_cloudprovider_kind=azure is specified in the inventory file
• The playbook reports the "Required variable(s) for azure provider not defined. Refer to documentation for more information on configuring for azure provider". However, we have already defined all the required values and installation has been succeeded.
