Image oauth-proxy does not honor flag --openshift-group when set in Openshift Container Platform 3

Issue

When specifying openshift-group flag for image registry.access.redhat.com/openshift3/oauth-proxy:v3.7 , users outside the group specified are able to log in without any error message.
