Cannot debug remote JBoss instance running on Windows

Issue

When we start JBoss running on a Windows server with "Xdebug -Xnoagent  -Xrunjdwp:transport=dt_socket,address=8787,server=y,suspend=n" in JAVA_OPTS, we cannot connect to it from JBoss Developer Studio running on a remote machine.
- How to enable remote debugging on EAP 6 server.
