[RHV] ISO upload goes into `Paused by System` state when using Data storage domain.

Issue

ISO upload gets stuck in Paused by System state when uploading ISO to Data storage domain.
When tried to resume, It will show as resuming then Transferring via Browser and again goes back to Paused by System.
