Unable to boot rhel7.5 wholedisk image in RH Openstack Platform 13

Issue

While using image build command to build overcloud images in Red Hat OpenStack Platform 13[1], the overcloud nodes are unable to boot rhel7.5 using the created wholedisk image, instead, the operating system enters to maintenance mode.
