Why the Grub menu hangs on physical system after system reboot?

Issue

Upon system reboot, the Grub menu hangs. It does not allow to select the kernel and timeout also does not occur. However, when rescue DVD/ISO is used the system boots up normally when Boot from local drive option is used.
