If mlx5_core network card is down, vlan interfaces cannot be created on RHEL 6

Issue

  • When the status of a Network Card(NIC) is down. If using a mlx5_core card, a vlan interface cannot be created.

Environment

  • Red Hat Enterprise Linux(RHEL) 6
  • mlx5_core network card
