Manual sync cinder quota
Issue
Cinder could have trouble on quota due to network/rabbitmq issue during creation of volume. You could have some cinder volume reserved.
$ cinder quota-usage xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx
