Issue

Running 'virsh setvcpus' so as to change the number of virtual CPUs on an inactive KVM guest fails with the following error message.
```
# virsh setvcpus <guest name> 2
error: Requested operation is not valid: domain is not running
```

'virsh setmem' on an inactive guest fails with the following error message.

# virsh setmem <guest name> 524288
error: Requested operation is not valid: domain is not running
