Ability to set registration access token for public clients

Issue

  • Ability to set registration access token for public clients.
  • A Keycloak Client defined as public has no Credentials Tab in the Admin Console, thus there is no option to create the Registration Access Token (RAT). There should be a way to set this token as it's possible for confidential and bearer-only clients.
