OpenShift nodes in AWS do not keep persistent labels after shut down

Issue

After upgrading from OpenShift 3.7 to 3.9, we shut down our compute nodes to resize from r4.large to r4.xlarge. When the nodes came back up, they lost their compute=true role.
If a node is stopped (either via shutdown within the node or via AWS console with instance state -> stop) the cluster completely forgets anything about the node.
