Network interface with mlx5_core driver is reporting link as UP despite being down from network side
Issue
RHEL7.5 is reporting link as UP despite being administratively down on switch side. Seems to be a regression as this issue is not reproducible on same host when older kernel is used (kernel-3.10.0-514.26.2.el7.x86_64).
Environment
System OS RHEL 7.5
kernel-3.10.0-862.el7.x86_64
driver mlx5_core version 3.0-1
