RHV: after upgrade to RHV 4.2, hosted-engine fails to start

Issue

After upgrading to RHV 4.2, the HostedEngine VM will not start anymore.
VM start fails with the following error:

qemu-kvm: -device vmcoreinfo: vmcoreinfo device requires fw_cfg with DMA (code=1)
