The VM PCI passthrough fails with "Unable to configure VF because the PF is not online"
Issue
The VM PCI passthrough fails with following message
libvirtError: internal error: Unable to configure VF 1 of PF 'eth1' because the PF is not online. Please change host network config to put the PF online.
