In JBoss A-MQ 7 with a cluster of 2 brokers, how does the broker behave in relation to the destination types (queue, topics), active consumers, and message-load-balancing?

Issue

We have situation and lost all the messages in a particular topic.

We have broker1 and broker2. Both brokers received approx 5000 messages in the topic.

We have an active consumer only on broker1 but broker2 do not have the active consumer. All messages in broker1 topic is consumed but all the messages that went to the topic on broker2 has disappeared.
