RHV - engine-setup answers file does not work for Apache Configuration

Issue

Answers file with engine-setup --config-file= requires manual input when prompted for Apache configuration:

Apache httpd SSL was already configured in the past, but some needed changes are missing there.
          Configure again? (Automatic, Manual) [Automatic]: Manual

When generating an answers file and answering manual or automatic, the resulting file still requires input on this question.
