Heketi fails to operate volumes due to Id not found error

Issue

• When we created PVC via CNS, it fails to bound due to following error:

  # oc describe pvc logging-es-1 -n  logging
  ...
  Events:
    Type    Reason                Age                  From                         Message
    ----    ------                ----                 ----                         -------
    Normal  ExternalProvisioning  3m (x3783 over 15h)  persistentvolume-controller  waiting for a volume to be created, either by external provisioner "gluster.org/glusterblock" or manually created by system administrator

• Some heketi-cli commands such as heketi-cli volume list or heketi-cli topology info returns following error:

  Error: Id not found
  command terminated with exit code 255
