Failed to pull image rhel7/etcd in disconnected installation

Issue

• When installed OCP 3.9 on disconnected installation, one image rhel7/etcd failed to pull.

• Since We installed OCP on disconnected installation, we speciffied oreg_url. Why OCP still tries to pull image from registry.access.redhat.com?
