dnsmasq refreshing every 30 seconds breaks OpenShift node

Issue

• We have seen a handful of pod builds fail due to DNS timeouts when trying to download packages to install.
• Keep timing out while doing dns requests
• dnsmasq runs fine when the node service isnt running on that cluster node.
