upgrade playbook fails due to Master running 3.9 must be upgraded to 3.9.31 before node upgrade can be run
Issue
- Upgraded to Node after upgrade control plane to 3.9.31 causes error if these parameters are defined.

- Playbook fails with following tasks:
1. Hosts: xxx, yyy, zzz
Play: Verify masters are already upgraded
Task: fail
Message: Master running 3.9 must be upgraded to 3.9.31 before node upgrade can be run.
