Specified Azure storage account not being used for dynamic provisioning with unmanaged disk

Issue

When specifying the storage account according to OpenShift product documentation, the specified storage account is not being used and a new storage account is created.

Environment

  • OpenShift Container Platform 3.7, 3.9
  • Microsoft Azure unmanaged disk
