Non admin user cannot view OpenStack cloud provider public glance images

Question

CFME with an OpenStack cloud provider (tenant mapping is enabled for this provider), in which a user, user01, that belongs to a tenant (project) tenantA on that provider.

None of the public glance images (owned by project admin) are visible to user01.
