Why when runlevels do NICs activate, even with those configured not to activate on boot

Issue

  • When trying to change runlevels from 3 to 5 via telinit 5 or telinit 3 NICs are activated which are not configured to do so.
  • ifconfig output should only display the currently up and active NICs when ran without argument, and NetworkManager disabled.

  • Red Hat Enterprise Linux (RHEL) 6
